He has proudly called Ward 6 home since 2008, the very ward he is now running to represent.

Luis and his family are part of the everyday rhythm of Riverside. His two youngest children attend local schools and share the same experiences as so many families in our community. His youngest daughter is in middle school, his son attends high school, and his oldest daughter is pursuing her Master of Social Work at UCLA. Luis is proud of all his children and inspired by their commitment to learning, service, and community.

Like many Ward 6 families, daily routines shape how Luis sees the city. His son walks from school to Magnolia to catch the city bus home. It is a familiar experience for local students and one that brings a parent’s natural concerns about safety, reliability, and the condition of our streets and public spaces. These moments keep Luis grounded in the realities families face every day.

For more than a decade, Luis has worked in the nonprofit sector, providing vocational training and instruction in assistive technology for individuals who are blind or have low vision. At this local Riverside nonprofit, he works directly with participants to build independence, access higher education, and create meaningful career pathways. He also serves in a supervisory capacity, supporting staff and helping strengthen program delivery.

To Luis, assistive technology is more than equipment or software. It is a door opener that connects people to opportunity, education, and independence. Helping individuals walk through those doors is something he is deeply passionate about. He believes everyone deserves to be seen, supported, and given a fair opportunity to succeed, regardless of disability or circumstance.

He also helped spearhead an internship program designed to give participants real world experience using the skills they developed, reinforcing his belief that training should always lead to meaningful opportunity.

Public Service & Ethical Leadership

Luis serves as a City of Riverside Board of Ethics Commissioner representing Ward 6 and was elected to serve as Vice Chair.
