Originally from Los Angeles, Luis moved to Riverside in 1998, and it has been home ever since. He has proudly called Ward 6 home since 2008, the very ward he is now running to represent.

Luis and his family are part of the everyday rhythm of Riverside. His two youngest children attend local schools and share the same experiences as so many families in our community. His youngest daughter is in middle school, his son attends high school, and his oldest daughter is pursuing her Master of Social Work at UCLA. Luis is proud of all his children and inspired by their commitment to learning, service, and community.

Like many Ward 6 families, daily routines shape how Luis sees the city. His son walks from school to Magnolia to catch the city bus home. It is a familiar experience for local students and one that brings a parent’s natural concerns about safety, reliability, and the condition of our streets and public spaces. These moments keep Luis grounded in the realities families face every day.

For more than a decade, Luis has worked in the nonprofit sector, providing vocational training and instruction in assistive technology for individuals who are blind or have low vision. At this local Riverside nonprofit, he works directly with participants to build independence, access higher education, and create meaningful career pathways. He also serves in a supervisory capacity, supporting staff and helping strengthen program delivery.

To Luis, assistive technology is more than equipment or software. It is a door opener that connects people to opportunity, education, and independence. Helping individuals walk through those doors is something he is deeply passionate about. He believes everyone deserves to be seen, supported, and given a fair opportunity to succeed, regardless of disability or circumstance.

He also helped spearhead an internship program designed to give participants real world experience using the skills they developed, reinforcing his belief that training should always lead to meaningful opportunity.

Luis serves as a City of Riverside Board of Ethics Commissioner representing Ward 6 and was elected to serve as Vice Chair. He has served on the Board for two years, helping review matters related to ethical conduct, accountability, and public trust in local government.

In addition to this role, Luis chairs an ad hoc committee focused on strengthening the independence and enforcement authority of the Board of Ethics. His work on this committee reflects his belief that ethical oversight must remain transparent, impartial, and accountable to the public, especially as he seeks to continue serving the community through elected office.

He pursued this role because he believes integrity is foundational to effective advocacy. As a father raising children in this city, Luis is committed to ensuring Riverside remains a place where decisions are made responsibly and with the community’s best interests at heart.

Luis is running for City Council not for political or personal gain, but because he believes leadership should reflect the lived experiences of the people it serves. As a father, nonprofit professional, and longtime Ward 6 resident, he understands the importance of having representation that is present, engaged, and connected to the day to day realities of the community.

His decision to run is rooted in a desire to continue strengthening relationships between residents and local government, ensuring that community voices remain central in the decisions shaping their neighborhoods. Luis believes meaningful leadership begins with listening, building trust, and staying actively involved in the lives of the people he serves.

He is committed to bringing thoughtful decision-making, lived experience, and a community first approach to City Hall. His campaign is grounded in service, shaped by real world perspective, and guided by the belief that strong communities are built when people feel seen, supported, and connected.
